The presentation introduced the results of work carried out within IEA PVPS Task 13, focusing on a digital decision matrix for PV projects. The matrix addresses the lack of a clear overview of workflows, terminology, stakeholder responsibilities, and dependencies across the PV value chain. It maps eight project phases and eight stakeholder groups, covering around 184 activities and 51 input-output connections. Its goal is to make critical decision points, quality gates, KPIs, and best practices more visible, while helping stakeholders use a common language around project quality and bankability. Two examples showed how the matrix can support better decisions: post-shipment module testing before installation and structured investment assessments that include yield, degradation, CAPEX, grid, and climate risks. Future work will expand the matrix to storage, co-location, hybrid PV plants, climate adaptation, and additional market segments, with community feedback invited via solardecisions.eu.
