German Solar Market Faces Ambitious 2030 Targets Amidst Government Transition and Industry Challenges

The session focuses on the ambitious goals of Germany's solar energy market, particularly the target set by a previous government to achieve 215 gigawatts by 2030. Currently at around 100 gigawatts, this goal requires an additional 103 gigawatts in four and a half years. The discussion acknowledges challenges such as political changes and external factors like COVID-19 and geopolitical tensions affecting progress. Key speakers include Juliane Hinsch from the German Solar Association, Tobias Reuther from Fraunhofer ISE for system modeling insights, Mario Schirru representing financial perspectives with Encavis' investments in renewable energies, and Christian Salzeder of SUNOTEC Germany discussing development roles. The format includes presentations followed by discussions aimed at understanding industry perceptions, scientific alternatives for achieving targets, financing strategies needed for growth, and developer contributions necessary to meet these objectives amidst changing governmental landscapes. Audience engagement through voting gauges sentiment about future expectations within Germany’s solar sector before diving into detailed presentations.

Germany, the only European solar market with sustained annual deployment in the double-digit gigawatt range, must accelerate even further to meet its ambitious 2030 PV targets. With over 100 GW of total capacity by the end of the year, the country now faces the challenge of more than doubling its capacity to 215 GW within just six years, and reaching 400 GW by 2040. However, with a new government, energy infrastructure constraints, and a generally gloomy business climate, are these goals actually achievable? This session will provide: Comprehensive market status update across key solar segments Insights into the new political landscape's impact on solar deployment Strategies and policy tools to meet the 2030 & 2040 targets Panel discussion with industry experts on overcoming barriers.

Photovoltaic prices have fallen continuously in recent years - a trend that should translate into a growing market for off-grid solutions. Declining costs are crucial for rural electrification in particular, making sustainable energy supply economically viable in remote regions. However, so far many of these price advantages have not yet reached the people that need them most. Do existing framework conditions to foster rural electrification still work in this new market reality? Which measures are needed to ensure that cost reductions reach our target group? This session discusses strategies for improving the availability of low-cost off-grid solutions, financing and innovative business models. A look at successful practical examples shows which political, economic and technological levers need to be pulled to make off-grid PV accessible on a large scale.

Off-grid solar systems are often the least expensive option for rural electrification. Solar home systems can power individual households, while mini-grids can supply entire villages. Each comes with its own advantages, disadvantages, and challenges. The aim of this session is to explore challenges as well as success stories. It takes well-functioning components such as battery systems, charge management and inverters to make projects successful. Proper system sizing, maintenance and repair management, as well as a robust financial concept are also necessary. If one of these elements is missing, the electrification will not be sustainable. This session will focus on the aspects mentioned above. The speakers will present successful and unsuccessful approaches and discuss what can be learned from them.
