Advancements in Local Flexibility Markets: Tackling Grid Congestion with Distributed Energy Resources Across Multiple Countries

Local flexibility markets enable system operators to use economic electricity markets to address grid congestion issues. PICRO, a global leader in this domain, supports the establishment of these locally based electricity markets across six countries: New York (soon Connecticut), the UK, Ireland, Portugal, Italy, and Victoria in Australia. They collaborate with over 12 system operators and have enabled 300,000 distribution-connected assets primarily in the UK. The focus is on maximizing small-scale distributed energy resources like electric vehicle charging points to alleviate physical grid challenges. An example involves creating a sub-regional day-ahead market for specific areas experiencing transmission line congestion by using distribution-connected assets. System operators predict future constraints using weather patterns; asset owners then bid their capacity into an auction that closes before final selection by system operators. Coordination between Transmission System Operators (TSOs) and Distribution System Operators (DSOs) ensures efficient market clearing and matching functions amidst numerous bids. Advanced Distributed Energy Resource Management Systems (DERMS) further automate market processes for both system operators and asset owners by integrating corporate functions with DERMs systems from both sides. Lastly, new functionalities encourage hesitant asset owners or aggregators to participate more actively in various regional markets through comprehensive visibility tools.
