The project focuses on redefining telecom tower battery systems in Romania to act as sources of energy flexibility, transitioning from mere backup power sources to active participants in the energy market. Currently underutilized, these batteries hold significant potential for energy management, benefiting both system operators and telecom companies. A new initiative leverages surplus battery capacity to provide grid stability services through a method known as partial state of charge, which enhances battery life while supporting grid efforts. A proof of concept has been launched in Romania, involving partnerships between a telecom operator, a demand aggregator, and a technical platform provider, mimicking similar projects in France and Portugal. Additionally, the integration of 300 small batteries into a Virtual Battery Pool (BPP) aims to enhance grid performance with flexibility tailored to Distribution System Operator (DSO) requirements. Bamboo's platform supports this integration, ensuring compliance with regulations and operational efficiency. Recent demonstrations have shown the ability to operate these batteries as a single unit, achieving significant technical and economic viability while adhering to TSO regulations. The overall strategy aims to optimize existing energy portfolios without new investments, thereby improving grid security and stability.

As distribution system operators (DSOs) gain experience with local flexibility markets, the focus is increasingly shifting from pilot projects to stable, scalable and enduring solutions. This session will examine what it takes to move from experimental local flexibility schemes to robust markets that can be reliably integrated into system operation and investment planning. The discussion will address regulatory readiness, market design choices, standardization, coordination with other system operators and the conditions needed to provide long-term security for flexibility providers. By bringing together DSOs, policymakers, market actors and technology providers, the event aims to identify practical pathways towards sustainable local flexibility markets that support a resilient and decarbonized electricity system.
