Transnet BW's Isabel Bohn Highlights Urgency of Addressing Grid Congestion in Southern Germany Through Distributed Flexibility and Demand-Side Management

Transnet BW, one of Germany's four transmission system operators (TSOs), faces significant challenges related to grid congestion due to the disparity between renewable energy generation in northern Germany and demand centers in the south. Isabel Bohn discusses these difficulties during her presentation on an EV project for system operation needs. With a planned phase-out of coal power plants by 2030 and no new investments in southern generation capacity, Transnet BW has identified a gap that could emerge from 2028 onwards. To address this challenge, they propose leveraging distributed flexibility resources such as electric vehicles (EVs), residential PV battery storage systems, and heating ventilation systems. These technologies are gaining traction among consumers without additional incentives since they fulfill primary needs like mobility and heating. A 2021 study indicates integrating demand-side flexibility into redispatching can save up to €228 million by 2028 in Baden-Württemberg alone. Transnet BW aims to incorporate this approach through Redispatching 2.0—extending it with voluntary market-based modules for greater efficiency—and has conducted pilot projects using EV pools as virtual power plants within their Mobility for Grid competence center.
