Mexican expert Norma Álvarez will provide an in-depth overview of the evolving solar landscape in Mexico, including the latest regulatory reforms, new frameworks for private investment, and remaining legal challenges. The session will highlight short-term opportunities for international PV companies seeking to re-enter or expand in the Mexican market.

Norma Álvarez,
Partner, Brilliant Energy Consulting

With more than 25 years of professional experience, Norma specializes in energy, regulation, ESG, climate change and environment issues, both in the private sector advising different national and foreign clients on environmental, real estate and energy issues, as well as in the public sector in different positions. Her time at the Energy Regulatory Commission is relevant, where she was part of the Government's advisory group that developed the 2014 Energy Reform, being responsible for the regulation and implementation of the Clean Energy Certificate mechanism and the Energy Certificate Management System (S-CEL).

During her tenure as General Director of Clean Energy Integration, she served as Focal Point for Climate Change in said Commission, and in 2017 she was nominated as a Candidate for Commissioner of the CRE for the period from 2017 to 2023. It is noteworthy her work in electricity matters, having been responsible for regulation of one of the main electricity companies in the sector.

Currently, Norma provides legal advice in the development of projects and regulation in the energy sector, both in gas and hydrocarbons issues, as well as in the development of climate change projects and the design of ESG strategies for different sectors and stakeholders in her role as partner in Brilliant Energy Consulting. Likewise, Norma provides advice on management issues to obtain permits for regulated activities in electricity and hydrocarbons and has experience in the development of social and environmental impact statements.

Marisol Oropeza,
Business and Marketing Strategist

Marisol Oropeza, a dual Mexican and German national based in Berlin, is a Business and Marketing Strategist with her own consulting brand “matters” since 2016. She is a leading figure in the solar industry and recognized as an exceptional advocate for solar thermal. With a career spanning more than 20 years holding leadership positions in the public sector in Mexico, as well as the private and non-profit sectors in Germany, she positions herself as a highly qualified professional with a creative mindset.

She is founder of the Heat Changers community and an advisor to highly recognized companies in the solar industry. She has cultivated a vast network of contacts in Germany, Europe and Latin America. Her influential international collaborations span initiatives to accelerate the energy transition and promote solar technology. She collaborates with the Solar Heating Initiative, the Global Solar Certification Network and Intersolar Mexico. She was responsible for the International Affairs Secretariat of the Mexican National Solar Energy Association (ANES) from 2020 to 2024.

Additionally, she stands out for her extensive knowledge of the sector and dynamic presence as a speaker and moderator. She is listed in the speaker directory of the Solar Heating and Cooling Program of the International Energy Agency (IEA SHC).

Marisol's academic background includes a Bachelor's degree with honors in Business Administration from UNAM, a Master's degree in European Studies from Hochschule Bremen, and additional studies in Strategic Marketing, Leadership and Sustainable Development.
